FINAL ENVIRONMENTAL ASSESSMENT AND
FINDING OF NO SIGNIFICANT IMPACT/RECORD OF DECISION
PROPOSED AIRPORT TRAFFIC CONTROL TOWER (ATCT) REPLACEMENT AT THE
NORMAN Y.MINETA SAN JOSE INTERNATIONAL AIRPORT (SJC)

 
The Federal Aviation Administration (FAA) is issuing this notice to advise the public of the availability of the FAA’s Finding of No Significant Impact (FONSI) / Record of Decision (ROD) document associated with the proposed replacement of the Airport Traffic Control Tower (ATCT) at the Norman Y. Mineta San José International Airport (SJC) in San José, California.  The FAA based its decision on information and analyses presented in the Final Environmental Assessment (EA), dated December 2, 2025, pursuant to the National Environmental Policy Act (NEPA) and FAA Order 1050.1F, Environmental Impacts, Policies and Procedures. 

The Proposed Action is the replacement by the FAA of the existing FAA-owned ATCT and associated facilities and infrastructure at SJC with a new ATCT, administrative base building, and associated facilities. Relocation of the existing remote transmitter/receiver is also included as part of the Proposed Action. The existing ATCT, commissioned in 1994, has several FAA design and code deficiencies including line-of-sight deficiencies. The Proposed Action would replace the existing ATCT at SJC with a new one that meets current FAA design standards and improves the functional and operational capabilities of the services provided by the ATCT.  The site for the proposed ATCT, administrative base building, parking areas, and other associated infrastructure would encompass a 3.7-acre parcel of land that is adjacent to the existing ATCT and is currently developed for use as a parking lot. 

The final EA evaluates the potential environmental impacts of the Proposed Action as well as the No Action Alternative (i.e., not constructing and operating the proposed new ATCT and associated facilities) under the FAA’s ATCT Replacement Program.  Public comments received during the draft EA comment period, which was open from June 17, 2025, through July 25, 2025, have been considered and addressed within the final EA.  The FAA has determined that the Proposed Action is not likely to result in significant impacts on the human environment, and therefore an environmental impact statement (EIS) will not be prepared.
