Environmental Planning and Review

These pages document two major SJC projects that completed federal environmental review under NEPA and received FAA Findings of No Significant Impact and Records of Decision. Together, the projects support long-term airport modernization through replacement of the existing Airport Traffic Control Tower (ATCT) and expansion of Terminal B with a new South Concourse and associated airfield improvements.

Proposed ATCT Replacement

The FAA’s Final Environmental Assessment evaluates replacing SJC’s existing ATCT and associated facilities with a new tower, administrative base building, and supporting infrastructure to address current design and operational deficiencies. The FAA determined the project would not result in significant environmental impacts and issued a Finding of No Significant Impact/Record of Decision. Learn more.

Proposed Terminal B South Concourse Improvements

The Final Environmental Assessment evaluates expanding Terminal B with an up to 750,000-square-foot South Concourse containing 16 airline gates, along with reconstruction and strengthening of up to 392,000 square feet of airfield apron. The FAA issued a Finding of No Significant Impact/Record of Decision, concluding the project would not significantly affect the quality of the human environment. Learn more.
